What is Surescripts Certification?
 

To utilize the Surescripts network, a prescriber, pharmacy and PBM must use software that has completed the Surescripts certification process. This process ensures that the software is able to send and receive electronic messages in accordance with the industry standards and that it is providing open choice for medication selection and dispensing location. Additionally, certification focuses on patient safety, efficiency of the electronic prescribing process and ease of use by end-users.
 
The certification process starts after Surescripts and the software vendor have completed the contracting process. Certification concentrates on message format and workflow. The software vendor seeking certification is responsible for modifying/building the electronic prescribing application in accordance with the Surescripts Implementation Guides (based on the NCPDP SCRIPT Standard) and qualitative requirements. Surescripts provides documentation and testing tools for the software vendor and also conducts certification quality assurance to ensure all the requirements are met. The software vendor is responsible for development and testing of its application.

      Eligibility/Formulary – the ability to request and receive eligibility and formulary information from payers and PBMs.
 
      Reporting – the ability to provide utilization summaries for the prescription benefit service.

Prescription History

      Prescription History (retail pharmacy) – the ability to request and receive prescription history from community pharmacies.
 
      Prescription History (payer) – the ability to request and receive prescription history from payers and PBMs.

Prescription Routing

      New Prescriptions (retail pharmacy) – the ability to route new prescriptions to community pharmacies.
 
      New Prescriptions (mail-order) - the ability to route new prescriptions to mail order pharmacies.
 
      Prescription Renewals (retail pharmacy) – the ability to electronically route prescription renewal requests and responses with community pharmacies.
 
      Prescription Renewals (mail-order) – the ability to electronically route prescription renewal requests and responses with mail order pharmacies.

Result: The availability of this information at the point of care allows prescribers to determine the most clinically appropriate and cost effective medication for the patient.
 
Surescripts Solution Provider status is granted to a vendor for a product that has been certified for all three Surescripts services (Prescription Benefit, Prescription History, Prescription Routing) and supporting message types.
 
Surescripts Gold Solution Provider status is granted to a vendor and product that achieves benchmarks which signal a higher level commitment to e-prescribing, customer support and successful customer implementations.

Pharmacy and Pharmacy Software Certification

Result: Improved patient safety, less time on paperwork and re-keying, and “cleaner” scripts which require fewer callbacks for clarification.

Prescription Routing: Allows mail order pharmacies to process new prescriptions and prescription renewals from prescribers using certified software.

Result: Tighter formulary compliance, increased generic substitution rates, less therapeutic duplication, enhanced data collection capabilities, greater control over routing of prescriptions, direct delivery of DUR messaging to prescribers.

Surescripts and CCHIT Certification
 
In 2007, the Certification Commission for Healthcare Information Technology (CCHITSM) selected Surescripts as one of the health information exchanges to certify e-prescribing interoperability for electronic health record (EHR) systems and e-prescribing software. Vendors of ambulatory (office-based) EHR/e-prescribing products can satisfy the CCHIT certification requirements for electronic prescribing and sharing of prescription information by completing certification for the following Surescripts services:
 
Prescription Benefit – provides prescribers with real-time, electronic access to information from patient drug plans.
 
Prescription History – allows prescribers to electronically access patient medication history from pharmacies and payers;
 
Prescription Routing – facilitates the electronic transmission of new prescriptions from physician to pharmacist; enables physicians to electronically receive and respond to refill authorizations from pharmacies;
